US not happy with India's anti-Israel vote

LONDON, Mar 25: India's backing for the UN resolution on the Richard Goldstone Commission's report which heavily criticised Israel for its December 2008 military offensive against Gaza was interpreted by the U.S. Embassy in New Delhi as a bid to curry favour with Arab and Non-Aligned Movement countries in order to “build up support for its candidacy for a non-permanent seat in the run-up to October 2010 UN Security Council elections.”
American diplomatic cables accessed by The Hindu through WikiLeaks reveal heavy lobbying by the Embassy to get India to vote against the resolution which, it claimed, was “based on the biased conclusions of the Goldstone report.''
A cable ( 233042: confidential), sent under the name of Ambassador Timothy Roemer on November 4, 2009 — hours before the voting — said: “PolCouns [Political Counselor] delivered reftel demarche on November 4 to Ministry of External Affairs (MEA) Joint Secretaries for UN Political (UNP) and UN Economic and Social (UNES) Divisions and emphasized the significance the USG would place on India's support for opposing a resolution based on the biased conclusions of the Goldstone report.''
The same cable ends with the “comment'' that India was “likely” to vote for the resolution.
“India is likely to continue to vote along with Non-Aligned Movement (NAM) countries on issues related to the Middle East as it seeks to build up support for its candidacy for a non-permanent seat in the run up to October 2010 UN Security Council elections.”
Earlier, in a cable sent on September 25, 2009 ( 227006: confidential), Mr. Roemer reported that the Embassy had delivered a demarche to the MEA Under Secretary for United Nations Economic and Social (UNES) Division Abhishek Verma on September 24.
“Poloff (Political Officer) emphasized to Verma that India's support for a balanced resolution, based on an unbiased approach to the Goldstone report, was of great importance to the United States…. Post (the Embassy) will continue to express our strong interest in this matter and will report progress …,” it said.
Despite strong opposition from America and many of Israel's other allies, the resolution, drafted by Arab and NAM nations, was adopted by the UN General Assembly on November 5, 2009. It endorsed the Commission's report which stated that Israel had used disproportionate force, targeted Palestinian civilians and destroyed civilian infrastructure. It was also critical of Hamas and other Palestinian armed groups for mounting rocket attacks against Israeli civilian targets.
The non-binding resolution called for independent investigations by Israel and the “Palestinian side” on allegations of war crimes raised in the report. Both Israel and Hamas rejected the allegations.
Americans were to hurl the opportunism charge at India again when they failed to persuade it to vote against a string of “UNGA (UN General Assembly) resolutions with anti-Israel bias.”
“The Indian Mission to the UN in New York will vote in favor of resolutions that reaffirm support for the three UN institutions devoted exclusively to Palestinian issues as New Delhi remains unwilling to review its policy on Israeli-Palestinian issues,” said a cable dated November 19, 2009 ( 235589: confidential).

17 diskriminasi kerajaan Pusat terhadap Kelantan
KUALA LUMPUR, 24 Mac: Kerajaan PAS Kelantan terus menjadi mangsa diskriminasi Kerajaan Persekutuan sejak memerintah negeri itu 20 tahun lalu dengan pelbagai cara, terutama menerusi 17 aspek yang dapat dikesan dengan nyata.
Tindakan diskriminasi pertama yang dilakukan oleh Kerajaan Persekutuan terhadap Kelantan berlaku apabila Kerajaan Pusat menubuhkan Jabatan Pembangunan Persekutuan (JPP), sebaik sahaja PAS berjaya memerintah negeri itu pada tahun 1990, bagi tujuan mengganggu sistem pentadbiran kerajaan negeri.
Ahli Parlimen Kota Bharu, Datuk Wan Abdul Rahim Wan Abdullah menjelaskan, dengan wujudnya JPP, berlakulah sistem dualisme dalam pentadbiran negeri Kelantan, apabila turut diwujudkan kakitangan jabatan di peringkat negeri, jajahan, daerah sehingga di kampung-kampung.
Menurut beliau, disebabkan keadaan itu, di negeri Kelantan turut terdapat dua penghulu bagi setiap daerah, apabila seorang darinya dilantik oleh kerajaan negeri dan seorang lagi dilantik oleh Kerajaan Persekutuan yang memainkan peranan menerusi JPP.
Katanya, tindakan tersebut merupakan satu penderaan yang amat nyata dari Kerajaan Persekutuan kepada rakyat Kelantan, akibat permainan politik kotor para pemimpin Umno BN yang marahkan rakyat Kelantan menyokong PAS pada PRU tahun itu.
"Lanjutan dari itu, Tok Guru Nik Aziz selaku Menteri Besar Kelantan hanya sempat mempengerusikan sekali sahaja Majlis Tindakan Negeri Kelantan. Selepas itu majlis itu dibubarkan dan tidak lagi dibenarkan mana-mana agensi Persekutuan hadir ke dalam Majlis Tindakan Negeri yang dipengerusikan oleh Menteri Besar Kelantan," katanya.
Ketika ditemui di lobi Parlimen, di sini, beliau menjelaskan, tindakan diskriminasi ketiga, Menteri Besar tidak lagi dilantik menjadi Pengarah Keselamatan Negeri Kelantan, tempatnya digantikan oleh Ketua Setiausaha Kementerian Dalam Negeri.
Keempat, baja subsidi tidak lagi diberikan secara menyeluruh oleh Kerajaan Persekutuan kepada rakyat Kelantan, khususnya yang bekerja sebagai petani, tetapi hanya diberikan kepada mereka yang mendapat sokongan dari JPP yang tentunya hanya kepada para penyokong Umno BN sahaja.
"Akibatnya, Kerajaan Negeri Kelantan mulai tahun 1991 terpaksa membelanjakan RM3.2 juta di dalam belanjawan negeri bagi menampung pembiayaan baja subsidi kepada para petani," katanya.
Kelima, menurut beliau, Menteri Besar, Tuan Guru Datuk Nik Abdul Aziz Nik Mat tidak lagi dijemput di dalam Mesyuarat-mesyuarat Menteri Besar dan Ketua Menteri yang dikatakan MBs Club, sebaliknya dijemput pemimpin Umno yang kalah dalam pilihanraya menghadiri mesyuarat itu mewakili Menteri Besar.
"Keenam, geran Persekutuan dalam benteuk capitation grant, federal road grant, growth grant, dalam bentuk geran keseimbangan dan lain-lain diberi amat lewat. Ini kami di negeri Kelantan untuk tahun ini dibayar tahun hadapan, sedangkan di negeri-negeri lain ada yang dibayar tiap-tiap bulan, ada yang dibayar pada bulan Januari dan Jun," tegasnya.
Ketujuh, peruntukan geran rumah awam kos rendah sebanyak RM12 juta yang telah dipersetujui oleh Kerajaan Persekutuan melalui pihak Perbadanan Kemajuan Iktisas Negeri Kelantan telah ditarik balik sebaik sahaja PAS berjaya memerintah Kelantan.
Kelapan, jelas beliau, permintaan Tuan Guru Nik Aziz sejak tahun 1991, menerusi pertemuannya dengan Perdana Menteri ketika itu, Tun Dr Mahathir Mohamad agar diwujudkan satu pelabuhan di Kelantan, tetap tidak dilayan oleh Kerajaan Persekutuan hingga kini.
"Kesembilan, Tok Guru minta supaya tanah yang telah pun diambil di Lapangan Terbang Sultan Ismail Petra di Pengkalan Chepa untuk memanjangkan landasan penerbangan, sampai ke hari ini pun tidak dapat digunakan lagi," katanya.
Kesepuluh, royalti petroleum kepada kerajaan Kelantan tetap terus dinafikan sehingga hari ini, sehingga kerajaan Kelantan terpaksa membawanya ke mahkamah untuk mendapatkan royalti minyak dan gas hak rakyat negeri Kelantan.
"Kesebelas, apabila berubah kerajaan, wakil kerajaan negeri untuk berada di dalam Lembaga Pengarah KESEDAR tidak lagi diminta daripada kerajaan negeri, tetapi dilantik mengikut kesukaan pihak Kerajaan Persekutuan sendiri.
"Keduabelas, pengambilan peneroka untuk menduduki Felda dihentikan. Kemudian mereka majukan sendiri dan mengambil untung melalui apa yang dinamakan ladang Felda Plantation. Pada hal, tanah Felda diberikan oleh kerajaan negeri untuk dimajukan, dibangunkan dan menempatkan peneroka," jelasnya.
Pentadbiran Majlis Sukan Negeri Kelantan, menurut Wan Abdul Rahim, sehingga kini turut didiskriminasikan oleh Kerajaan Pusat terhadap kerajaan Kelantan, sehingga menjadikannya tidak ada kena mengena dengan kerajaan negeri dan seperti mempunyai dua identiti, tidak seperti di negeri-negeri lain.
"Begitu juga dengan agensi-agensi pelancongan. Pada hal kita sudah ada Pusat Penerangan Pelancongan (TIC) yang di bawah Exco yang jaga portfolio pelancongan, ada pegawai kerajaan yang ditugaskan menjadi pengarahnya, tetapi Kementerian Pelancongan melantik pula satu agensi lain untuk mengendalikan soal-soal pelancongan di Kelantan," ujarnya.
Beliau turut kesal kerana Yang di-Pertua Dewan Rakyat sendiri turut terpengaruh dengan suasana politik negara, apabila Majlis Persidangan Speaker-Speaker Malaysia yang dipengerusikan oleh Speaker Dewan Rakyat sudah tidak diadakan lagi, sejak PRU tahun 2008 lalu.
"Kemuncak penderaan yang dilakukan oleh pihak berkenaan di Kelantan, apabila Umno Negeri Kelantan menjemput pemimpin-pemimpinnya pada satu hari dalam tahun 1993, buat satu pentas di Padang Sekolah Ketereh di Kota Bharu, jemput seorang kerabat kononnya dari Kuala Lumpur naik ke pentas dan mengangkat tangan.
"Serentak dengan itu dilaungkan "Daulat Tuanku", "Daulat Tuanku", "Daulat Tuanku", "Daulat Tuanku", "Daulat Tuanku", "Daulat Tuanku", "Daulat Tuanku" dan diikuti oleh semua orang Umno di situ. Beliau turut membangkitkan perkara itu dalam persidangan Dewan Rakyat pada 16 Mac lalu, ketika membahaskan usul menjunjung kasih titah Yang di-Pertuan Agong.

Menurut beliau, disebabkan keadaan itu, di negeri Kelantan turut terdapat dua penghulu bagi setiap daerah, apabila seorang darinya dilantik oleh kerajaan negeri dan seorang lagi dilantik oleh Kerajaan Persekutuan yang memainkan peranan menerusi JPP.
Katanya, tindakan tersebut merupakan satu penderaan yang amat nyata dari Kerajaan Persekutuan kepada rakyat Kelantan, akibat permainan politik kotor para pemimpin Umno BN yang marahkan rakyat Kelantan menyokong PAS pada PRU tahun itu.
"Lanjutan dari itu, Tok Guru Nik Aziz selaku Menteri Besar Kelantan hanya sempat mempengerusikan sekali sahaja Majlis Tindakan Negeri Kelantan. Selepas itu majlis itu dibubarkan dan tidak lagi dibenarkan mana-mana agensi Persekutuan hadir ke dalam Majlis Tindakan Negeri yang dipengerusikan oleh Menteri Besar Kelantan," katanya.
Ketika ditemui di lobi Parlimen, di sini, beliau menjelaskan, tindakan diskriminasi ketiga, Menteri Besar tidak lagi dilantik menjadi Pengarah Keselamatan Negeri Kelantan, tempatnya digantikan oleh Ketua Setiausaha Kementerian Dalam Negeri.

Pentadbiran Majlis Sukan Negeri Kelantan, menurut Wan Abdul Rahim, sehingga kini turut didiskriminasikan oleh Kerajaan Pusat terhadap kerajaan Kelantan, sehingga menjadikannya tidak ada kena mengena dengan kerajaan negeri dan seperti mempunyai dua identiti, tidak seperti di negeri-negeri lain.
